The Town of Rye (“Town”) is seeking Proposals from interested parties meeting such requirements as to perform administrative services for the overall project management, analysis and direct project coordination for all aspects of the Town’s reassessment project in functioning as Reassessment Monitor. It is anticipated that this reassessment project will be over either a 1-year or 2-year period commencing in 2018 through either (A) 2019 or (B) 2020. Proposals must include a bid for both options. 

The Town, with approximately 11,200 parcels of real property, is seeking a Reassessment Monitor to oversee and ensure the Reassessment Contractor complies with the Reassessment Rules, Regulations and Procedures of NYS Department of Tax and Finance and its Office of Real Property Tax Services.

 The Town intends to select a Monitor that has a successful history of undertaking and completing real property monitoring and/or reassessment services. The Monitor must have proven experience with reassessment projects with a preference given to experience in the monitoring of such. In addition, the Monitor must have the ability, skills and experience to manage a major public information initiative, personnel training programs, and most importantly, ensure the Reassessment Contractor achieves a 100% Level of Assessment.

Monitors desiring to provide services according to these specifications must deliver:

- five (5) hard copies and;

- one (1) electronic copy
