TOWN OF RYE LAUNCHES REASSESSMENT PROJECT

Rye Brook, Port Chester and Rye Neck Homeowners and Commercial Property Owners will soon be receiving a mailer from the Town of Rye in connection with the Town’s recently announced Town wide reassessment (also known as a “reval” or revaluation). This initiative will culminate in new assessments for all properties for the 2020 Town assessment roll, which will affect 2021 property taxes.

The mailer is a request for updated information about an owner’s property. It is important that it be completed and returned to the Town as soon as possible in insure that the Town’s assessment information is complete and accurate. An accurate assessment is dependent on accurate information.

The Town Board has engaged the services of Tyler Technologies Inc. (NYSE: TYL) to conduct the Reassessment and McCarthy Consulting Services Inc. to work as an independent Monitor for the project. Tyler is a leading provider of end-to-end information management solutions and services for local governments that has been performing reassessment projects in New York State and nationally, since 1938. McCarthy Consulting Services has been involved in the Assessment profession for 30 years and is familiar with all aspects of the process having worked on several municipal wide reassessments.

Reassessment is the process of appraising all real estate in a municipality according to its full market value to ensure that property owners pay their fair share of taxes. The process is revenue neutral, meaning the purpose is not to increase the total amount of property taxes the Town receives. The purpose of the reassessment is to keep the assessed value of all properties within the Town to 100% of market value and to ensure property assessments are fair and equitable.

According to NYS’s Office of Real Property Services’ Guidelines for Cyclical Reassessment, properties should be physically reviewed and individually reappraised at least every six years in order to maintain equity. A current reval will “level the playing field,” and create greater transparency & equity to the assessment process. The Town of Rye is not new to the reval process since town wide reassessments were conducted in 2004 and 2011; however, a current reval will result in an improved understanding of the process, limit the need for assessments to be appealed and minimize assessment appeal refunds and related costs.

The Town will have a reassessment website to keep property owners abreast of the progress of the reassessment project, and will hold informational public meetings at various locations

Tyler Technologies will begin with the data collection process, move to valuation phase, and culminate with informal, then formal, appeals. Property Owners will be notified at various stages throughout the project and there will be opportunities for Property Owners to provide input. In order for this project to be a success, we ask that Property Owners partner with Tyler Technologies and the Town to ensure that fair and equitable assessments are achieved.

We invite property owners to re-visit the Town’s website frequently to follow our progress. In addition, the webpage includes a list of Tyler’s team members, their Tyler’s contact information and a portal where property owners can request additional information or just ask questions.
